I killed this base this morning http://prntscr.com/sfic2g. Strangely, after relocation, he was able to kill another player account WITHIN 24 hours! http://prntscr.com/sfidjy How can this be?!?! Have the rules on relocation changed to allow this?
Also he has relocated to a sector within which, he previously already had a base, although I note that this base has longer move recovery than the others so maybe he moved it to an adjacent sector first.
