Issues with Construction Slots

So, if I understand the construction slots, each building takes 1 slot. So if I have 25 slots but only 14 buildings why would 14 buildings be taking up 25 slots?

Each building and harvester takes up one slot. Which world is this? Can you post an image of your layout?
