This is simply the way the game is played. One technique some use is to research but not place a base. The resources that come with a new base increase as the number of bases increase so the 3rd base gets more than the 2nd and the 10th more than 9th and all previous bases etc. Join an alliance that will help you develop knowledge of the game.
sounds like someone was tired or maybe even a little bit drunk when they replied to this thread. i think gamerdruid or one of the developers should RE READ this post just in case there was some anomaly that caused this second base to be spawned without the correct resource amount being added to the newly found second base. the first newly researched base should come with 2m tib/crystal and if that is not the case than there should be an investigation as to why.
