Selling some level 65 def that require tib and returning them to level 64 or 63 will help plus selling the power at 65 and harvesters (if he has any) should release close to enough. If not then he'll need to .....

No - I'm sure if he's played long enough I don't need to tell him how to generate enough Tib and power to replace the def hq at the highest possible level!
