Well, I'm sure he knows what to do. The tiberium part may be easily, the power, he might run out before he can reach 65. For now, his best bet is to move that base some place where he won't be attacked. For extra support, calibrate all his other base's support power to that defenseless base. Its not a good idea to sell major buildings like DF, CC or even the D HQ. Also, I think accidentally swapped D HQ with DF... I sometimes don't have common sense.
