You can keep both accounts, as there is no limite on the mumber of accounts one can play at a time in Tiberium Alliances. 🙂

An extreme solution is to delete your EA account then create a new one.
But you loose the entire account and any other stuff associated with it, not just tiberium alliances. So again, it's an extreme solution.....
It's not possible to delete an account easily - you just let it wither away by not logging into it.
It's not possible to remove progress on a world. Using a different account will give the same result. Using multiple accounts is seemingly allowed provided you don't use them to your or your alliances advantage by abusing them, such as farming them for kills and resources (although most resources aren't obtained that way now since some players abused this.)
