You can't normally relocate to the sector you're already in so this may be the cause of the problem. I've relocated a number of times with a number of accounts on a number of worlds since 17.5 was issued so it's unlikely to be a typical problem. It is probably caused by the fact you had bases in the sector you were trying to relocate to.
