There is a rule about substitutions. 50% of the time on a particular world. This is standard on all new worlds. It does mean that at the start of the world substitution days are limited. Also, the clock is ticking from the day the substitution is accepted, it doesn't count the time online using the substitution.
You don't say which world or how many days the players have been on the world so it's difficult to comment on whether there is an error or not.
