I am unable to purchase crates using my TA funds. A generic fail message pops up. i have attached a screenshot. I have restarted the game and PC many times just in case.

Thanks for reporting! My colleague ee_skyfyre8 will look into it and get back to you. If the bug did not come from our end, then you'll have to seek help via the EA help desk as written by gamerdruid above.
Unfortunately there is no-one that frequents these boards that can assist with fund issues. You need to contact ea.com/help and raise a ticket with them for failed transaction.
I have the same issue through my version played through my steam account. I'm in World: Tiberium 36 (Europe). Mine happened a few days ago.
