Unfunded recharge time not normal - possible problem

my recharge time is not normal at all. All buildings are upgraded higher than the CC building. I placed refineries to help base regeneration on power as well as creds. It was 48 hours and out of 12 hours of RT possible, I had only a little of 6 hours charged up. No over usage was charged from previous usage. Please investigate into possible problem when time permits.
