I just installed it because I had not used it before and it is true, I just saw the problem.
It is true, it does not detect that the maximum construction level was reached to move to another unit or base. Only if a unit is already at maximum, it becomes "blocked" trying to raise without the game allowing it.
Well, there is the possibility of "deactivating" the use of the script for each base that has already reached the maximum in any unit and you will have to do the upload by hand but it will work for the rest of the bases.
