The settings can't be seen by a moderator however I do know that the settings aren't wrong. You will see that the arsenal shows you can have units up to level 80 and buildings (including defence) up to level 80 too, if you can collect sufficient resources.
The centre co-ords vary from world to world depending on the size of the world. If you look at the world map then you will see that the centre is indeed at the middle.
