Morale Malus values only apply on worlds where they're named as applying so on Forgotten attack worlds they don't apply except on the rare worlds where both Morale Malus and Forgotten attacks are named.
As far as I'm aware, the forgotten don't have the Morale malus applied against them on any worlds.
