I have the same issue, it's the only one to stay locked from the first DLC, and I've contacted Respawn multiple times with no attempt at helping. Not to mention the new DLC, where every achievement is staying locked..
Thank you EA or Respawn. Whoever is responsible for fixing the blood water achievment. I logged on on August 10, and the achievment had popped with a July 19 date. It is fixed for me. Thanks for listening to the community.
