[PC] First Smart Pistol lock-on of a game session causes stutter/lag/freeze

I'm playing on PC. In multiplayer, when I equip the smart pistol, the first time I begin to lock onto an enemy, the game stutters for around a second. This only happens once per game launch, but happens every time, without fail.
