What do you mean by maxed out? All premium items? This town has 40 orange trees but no apple trees. No white fences. No ambulances (no hospital though). It does have all the premium buildings I think and also 2 cannons.
And yes it would be nice if everyone could have a neighbor eeno like this guy.
Maxed out at 100 friends.
I have no way of knowing how many friends he has.
