At the start of the update each town gets 2 pins. If you watched the episode, there are 10 or so different pins that lisa had. Then you visit your friends towns and if they have pins that you don't have you can add them to your collection. You should also be able to buy pins for cash or doughnuts.
And I would think a lot of people would like Fatov in their town.
Actually at one point in this episode Bart told Lisa to take off all her pins, and Lisa said something to the effect that all she was wearing was pins. They covered her everywhere her dress would. So OUCH! and That would be a lot more than 10 pins.
