I think the problem here is that you’re conflating two different kinds of game messages. The first class is the Building Warning notice, which the user starts seeing periodically around 6.5K and which warns that the user may start seeing performance issues if the number of decorations exceeds 6400. (As an aside, in another post you speculate that these warnings are device dependent; this is not the case.) These warnings address the the reality that — especially with older devices that have a limited amount of memory — game performance may start to suffer after the number of decorations surpasses some value.
The second is the Too Many Buildings message that the user encounters when they hit the hard-coded item cap (which is currently somewhere around 9.2K iirc). This isn't a warning — it’s a statement that lets the user know that they will not be allowed to place additional decorations without first selling/storing an equivalent number already in place.
