I think she's talking about everything to do with the expansion (land, buildings, decos). Including all of that, I spent close to 3.5 or so.
If you notice, not only the texture of the grass, the beach extends too and is shaded out when scrolling all the way to the right. I think it's inevitable that will be available at some point, too much content coming out in the next few months, our towns are eventually going to have to expand (I hope).
