Well thats the thinking. Im wondering if we'll get this new task tomorrow, seems umlikely theyd double up on parchment quests.
It's not really doubling up, any one of the quests can be started after the parchment is unlocked. It's probably another "secret bonus" that we are getting after finishing the parchment tasks, like the one we got with finishing the emblem gathering.
The only restrictions on parchments are the event's time limit and that you get credit for the task only after the parchment is unlocked(can start before and finish after the reveal but no credit if it's complete before the reveal)
