Assuming they follow the usual pattern, crafting currency (goblin gold) will remain the same throughout. Wands, however, will change to something else. I'm not sure what exactly, but if you go to your friends screen, you'll see how much currency your friends have. It shows three different currencies, one for each act.

The bell tower is unique. Unique items always cost more crafting currency. It is also an item from a previous THOH, so I guess EA thought those that didn't play should have to work for it.

They're both towers, but if anything, this proves EA has eyes. They know the bell tower is much cooler looking than the plain, boring looking dorm tower and they're shamelessly hiking up the price for it.
Halloween is about fun, creepy thrills and bubbling cauldrons. Thanks to EA I can now add greed to that list.

Well not really to dampen your mood but that was last year's act prize. Many in fact are pissed it even came back at all.

As many have mentioned, unique items (you'll find) have higher material costs.

In my experience, EA will either:

A ) Increase the Goblin Gold payout somewhere around act I....

Or

B ) Goblin Gold will appear more frequently as the acts progress.

General logic dictates B, as 8 monsters can be tamed, 3 being premium. Therefore you should be making 50 gold per 4 hours by monsters alone by act III. I've noticed 80 gold? Every 4 hours... From the tap all tower. then we have the wizards...don't know the exactly amount they will make after all monsters are tamed...so yeah. Otherwise option A.
