A THEORY NO MORE - All good in the hood

I have several mini towns. Some I can access, some I cant. 8 of the 10 are level 7. The other two are at level 12ish. When I play as one of the towns that my main town can't visit, I can not visit my main town.

So:

Level: Not the Issue

If anybody has any more ideas I will try. Let me know
