This sounds about right, the majority of towns I can get into are under level 20

And I feel lucky if 1/2 my cards produce hearts. But at least I'm building my second Valentines building now.
Having the same issue, and about to see if I can get in your town, but again, I lost connection to the server, taking a long time just for that. I am thinking the missing cards are mostly still the glitch working out.
