Store your kwiki mart in your inventory this will stop Apus quest. Then put the kwiki mart back in your town and Apu will be free for your quest.

That had me confused at first also, then I realized that the timing on the tunnels started when the even started (and I think the event was supposed to start a day earlier than it did). So the first 3 tunnels were for the first 3 days, even though you couldn't start them until after you had completed the required tasks to enable you to build the Elf Cavern (Cave?).

If you rushed the tasks like building the Toy Shop, etc then you could have done the first 2 tunnels on the first day the update was available.

What helped me figure this out was a walk-through they're composing on another site where they stated that you start with 2 tunnels... And of course they always rush everything so they can be among the first to report on it...
