I marked all the buildings that Maggie can appear on by putting a distinctive decoration beside them. I was going to use Hail Ants signs but I didn't have enough at the time (I'm sure I do by now) so I used Rainbow Trees. Whenever I have a hard time finding Maggie I start looking for the Trees and tapping the buildings next to them. That usually works.
Hahaha! I marked Maggie's hiding places with Halloween balloons. My newer neighbors probably think that I decorated for Halloween but they've been there all along.
