I have the overpass diner the old Jewish man does not give me quest I have the prison bus the Gina vendetti dose not give me quest.

Both of the items you mention do have questlines attached to them, for some reason both take FOREVER to kick in. Its been a very long time since Ive purchased them, but I specificly remember the Overpass Diner taking an eternity, then just starting at random one day.
Sorry this doesnt help much, but at least now you kbow the quests are there.
