Barney "Plow King" quest will not start
Hmmm I tried looking at the Wiki for you, but all it says is the quests start once u put him into the Plow King Custome..

It's most likely tied to Christmas like Mr. Plow had a Christmas quest line but disappeared afterwards so it's likely that Plow King was to I had gotten barney after Christmas event ended and never got the quests. Also plow kings plow wouldn't affect it since it isn't tied to the quest
