Barney "Plow King" quest will not start
Hmmm I tried looking at the Wiki for you, but all it says is the quests start once u put him into the Plow King Custome..

as far as I know you can only start the quest during Christmas time if you had started the quest and then decided to postpone it for 7 months the quest would still work but if you could not start the quest back at Christmas time the quest will not trigger unless it's Christmas time and the christmas update is upon us
