If you bet on go-kart right after betting on springfield downs, a message saying "another race is going on" or something like that will pop up. Even after springfield downs finishes, you will be unable to bet on go-kart since it is on an 8 hour cooldown.
But I have absolutely no problem in running dog and then cars in quick succession..
