black hole pt. 2 not triggering?

yeah, but how do you get the black hole?

you need lisa to be free of speech she wil l have a ! above her head that will trigger a small cinematic of frink showing up saying finally the collider is ready blah blah then you have to ask lisa to start the collider its a 45s task that rewards a candy and once its done you get to place the black hole in your town..but now I have the black hole I dont know whats next theres Kang in his spaceship showing up sometmes but I Cant build the ray gun yet and I dont have the next part ready..I bet its one of the kids and 3 of them are on a trick or treat so I have to wait........
