On the plus side - and hopefully someone will confirm this - the buildings for level x become cheaper if you don't unlock them until the current level is x plus whatever.

Leveling up slower won't help that. Just keep working at it as you can, and focus on the characters/buildings you really want first, then fill in the rest later.- Going by my own early progress, you can expect some very dull periods of grind (I think levels 17 to 24 were the worst) in the next two or three months, but soon you will be up to speed.

:thumbup: Good tip!- I'm in the same boat -- I'm level 37 but my quests are only up to level 28/29 (I'm building Skinner House and Fat Tony's Compound at the moment). And my SF is uglier than I would like as it's a struggle to get both buildings and land expansions, so I'm usually just cramming new buildings wherever they will fit.
Still, I figure I'm progressing through it faster than it's released, so at some point I'll catch up and have leisure to rearrange things more to my liking, and lament the lack of new content. :)
(It is a bit of a pain to keep trying to progress levels during the event though -- the past few days have seen lots of quests involving Milhouse for example, which means I lose a T&Ter for a while, and I don't have that many to begin with.)
But it's also nice sometimes to be able to build a just-unlocked high level decoration "ahead" of everything else. - My advice is to focus on the event as much as possible, unless the quest line you're working on will unlock another trick or treater (and soon).
The Halloween stuff will end soon, but you'll have plenty of time to finish up the level quests.
