Aw, shucks. I just finished about 30 minutes ago with that prison build and initial felon. So, sorry, but I can't check it for you. :(

Confirmed! I just placed the prison. I had a fellon and had to let the dialog go a couple of steps but I quit, forced quit and now I have two felons wandering around.
