the only nonessential building, that gets used is the all night gym to give Chalmers a task.

Well, he definitely should have a task there (as he was the character Homer met there when the Gime was introduced on the show), but he most certainly doesn't.

There's no tasks for Zesty's or Calmwood, and only Chalmers has a task at the All Night Gym.
