Can’t complete wrestling without Smithers?

So annoying and don’t believe there is any solution. I am up to the part of the wrestling event where I need to ‘send Smithers to investigate wrestling”. The problems is I haven’t unlocked him as a character
I am on level 42 and still haven’t got to Smithers task to unlock him
Is there any way around this. The event will be over by the time I get him

    You can get Burns Manor and Smithers since level 25. In the store?

    It says I need to complete the executive lackey quest. But this hasn’t come up and I am it sure not since I have been completing all my tasks

    Here is a list of level by level buildings. Check if you have the first building for each level (not including squidport ones in blue) prior to level 25, for example level 24 Hibbert Family Practice.
