Can Neighbors Buildings' Be Double Tapped?

I always assumed that when you visit a neighbor and you can not tap their building, it is because that neighbor recently visited their own Springfield and cleared their rent or another neighbor had already tapped on it.

It means that since you last tapped it, that the particular building already regenerated another tap and the owner never cleared the original - meaning it's very likely that the neighbor is inactive.

Tappable buildings only show when an income is ready. If you have an active player, there will be much less buildings to tap on. If everything is available, that means they have not signed in for 24 hours. If you see a name, that was the last person to tap it. So if you see a name on Burn's Mansion or other 24 hour buildings, you know that they have not checked for at least 24 hours. I don't think buildings allow it to be double tapped until it regenerates again, or if 2 neighbors are in the town at the same time.
