- Springfield changes to suit the needs of the episode, so it's not really doable. You may be able to mimic the layout from a certain episode.

https://forums.ea.com/en/the-simpsons-tapped-out/discussion/24572/following-the-springfield-guide/p1 - I gave up even trying to make Springfield anything like the map as it changes from episode to episode, certain buildings always appear to be in the same place but street location seems to move, also as you mentioned the power plant is quite a way from the Simpsons home on the map start screen yet in one episode the car park backs onto their garden, anyway good luck with your town design and just enjoy the game along the way

A perfect example of stuff changing in episodes is Stonecutters. They show The Simpsons backyard fence literally on the other side of the Power plant Parking lot when Homer gets there late and has to park way out there lol but every other episode its not there at all, it usually has a normal wooden fence with houses on the other side of it like a residential area. And sometimes The Power Plant is seen on a "hill" in the outskirts of town and sometimes its on a flat area in certain episodes when shown from over head.
THIS.. and remember, Springfield was moved, so nothing can assure you they put all the stuff right as it was in the dumpster they left behind.
