Can't Complete Final Destination

Huh. OK. This is the first time I've seen that, but I can wait.

Do you have someone on the Gotham, USA flight? It wouldn't let me send someone to a city in the USA until that flight was completed.

This keeps happening to me. I figured out what to do.
1. Leave several characters off task so you'll have plenty of replacement characters. I'm just leaving all my characters free - I don't have the energy to manually assign 100+ characters.
2. You can only send one character to a country at a time. If you need to send someone to Hollywood USA, and you already have someone traveling to Washington D.C. USA (for example) you can't send someone to Hollywood until the Washington D.C. traveler has returned.
3. After sending 3 characters on flights you can then send one of the waiting characters on task AND tap the airport - then the standby list will repopulate with 5 new characters.
4. If you send all the characters on the standby list on tasks then the destinations will usually change. You must send all of them before tapping the airport for this to work.

Yes I did. Ha!
After the Gotham flight was complete and a 3rd character reset (sending one on a job instead of flight), Hollywood popped up! I have sooo many characters on flights right now.
My tickets were acting weird and not regenerating but that has also been corrected.
That Gotham flight...doh!

This exact thing is happening to me. I also need Waterloo and I am trying to do exactly what everyone is saying here. So far, nothing changed.

Btw, I have many characters flying right now and Ms. Bouvier is in Brussels. Is it coincidence or Waterloo only is going to appear to me when I finish that task (1hr left)? Honestly I don't remember sending 2 people at the same time in the same country (even with different locations).

Edit: I managed to get Waterloo right after the Brussels flight ended. Now I'll pay attention to see if I can send 2 different characters to destinations in the same country, just for curiosity.

Thank you! I was coming on to ask this same question. But I have someone flying to Maine USA and that's what's botching up my Hollywood flight. It's a stuuuupid error. But at least I'll quit cycling people out to get the right destination since it's apparently not going to come up till my previous USA flight ends. Such a stupid error.

Thank you guys; I thought I was going crazy. I, too, am stuck on "Beat Napoleon in Battle in Western Europe", and I keep sending folks on flights but there's no Waterloo replacement.

Turns out, I have someone in Brussels, Belgium for another hour. I'll wait til he gets back, then the game will hopefully repopulate with the Waterloo option.

Agreed - I have had both happen, and I think that I have had more lucky ones than unlucky.
