I can't continue the quest line, because it says that the place is not available. What can I do?

Is there any way to get one of these at lvl 27?
If you go into the in game Store - decorations tab, scroll through those ( for me was towards the end) there should be a Beach Chair listed for 250 in game currency, place that on the beach & you should be ok to continue.
