Can't visit friend's towns despite them updating

Mahhlon: "I think you may have misread me. If you request someone, you cannot usually visit their town. If they request YOU and you accept, you can visit the town and get the hearts."

This isn't true, I accepted requests from people and I can't visit their towns. So that's not really the problem/solution.
