I think it's a bit of a leap to presume that an (as of now) one-time update is or will be annual. While it's true that the tense of "except during the squidport update," is mildly ambiguous since no indicators can really be put on those words, a different phrase would (likely) be used to indicate the future tense. Something like, "unless there's another squidport update," or "except for the next squidport update." But since there was a squidport update in the past, and it did include land, the logical presumption is that Homer was speaking in the past tense about the update we know for sure exists. Until there's a stronger indicator to the contrary, I will take it as a throwaway joke rather than a promise.
