Actually, if you don't want to store a building to free up a character for Cecil's tasks (and that's a good plan, I'm just strategizing the alternative), you may be able to keep fewer than 5 characters free. (And thanks to annettemarc for the idea of a short list!) So, for example, Skinner doesn't have game currency tasks, I don't have to worry about Brainiacs. (I am not doing any jobs other than the event currency tasks.)
I have a moderate number of premium characters, so I found that the only categories where all of my characters can do game currency tasks are Criminals, Pessimists, and Seniors. So now I know that I can get away with just keeping Quimby and Grampa free...or storing Town Hall or the Retirement Castle when needed.
If you want to pare down your list even further, I looked at the chart LPNintendoITA posted, and checked each group individually. If you're only sending your characters on game currency tasks and keeping the rest free, as I am, you can use the Town Hall census to check who is free and who is on an event task.
