Yeah, the Christmas jobs have been locked since the Christmas event ended. I guess either EA hasn't got around to removing them from the game or they plan to use them again for this year's Christmas event. I also noticed that Homer has a task called "Ruin Storytime" but its locked by a quest (not sure which one it is).
