We had no warning that the Gingerbread House would become incompleteable (is that even a word?) when it switched over to Act 2. I agree that they should have let us complete it without donuts. However, it would not have stopped you from getting your 20 weekly donuts. In my feeder town, my Gingerbread House is stuck on Level 4, and I was about 900 hats away from completing Act 1, but I've gotten 20 donuts every week.
