By acquiring skins, buildings, etc etc (new content). Also, as you progress, you will be given the ability to craft and each item crafted counts towards club card points.

I went ahead and bought the Vegas wives anyway... For those who were wondering, when you buy one of the new premium items that gives club card points you will get a quest from Burns who will then give you the Burns' Casino Players Club Card. It will also allow you to place the Casino Concierge Kiosk for free. You can then earn currency and some special prizes. Really cool idea, love it!
