Crazy cat lady can't practice
It isn't a glitch, I think it is because you need to unlock her as part of the daily tasks. Fit Milhouse says the same, and I guess Lugash as well.

Seeing as she is a daily prize winner, I imagine she can't be used until she is unlocked. Same for other characters.
