This is actually a pretty common programming error. You want to have a timed thing start at midnight of a certain date like the 24th, so the programmer puts in the 24th at 00:00:00 (midnight in programming time). So at midnight on the 23rd the computer says (not literally) "Ok, it's 00:00:00 and it's the 24th so I'll start this timed event."
To program this sort of thing correctly you have to work around it by doing something like setting the date as the 25, but then you have to hope some idiotvisor doesn't see that and change the date to the 24th...

Wait a second, that doesn't sound right. The 24th starts at 00:00:00 and ends at 23:59:59 there should be no confusion. This should be more than common knowledge, like knowing the alphabet.
