Why? They should be earning rather than doing nothing. You can easily store buildings with little or no regeneration time, and get any character from any group you need:
Artie (ZiffCorp sign, 0): Entreprenuer
Grampa (Retirement Castle, 0): Dimwit, Pessimist, Senior
Quimby (City Hall, 0): Civil Servant*, High Roller, Criminal, Glutton
Skinner (Elementary, 0): Brainiac
Bart (Treehouse, 0): Youngster

Krusty (Krustyburger, 15 min): High Roller, Celebrity, K00k
Helen Lovejoy (MHOP, 4hr): Saint
*Civil Servant also possible by storing SWAT Van (0), getting Eddie & Lou, allowing Quimby to continue to earn event currency
Also, I suppose you could leave Helen Lovejoy free if you don't want to store a 4 hr building, and she doesn't earn event currency (yet?), but I don't like the icon in the corner (besides, it's less than a 7.7% chance a Saint will be the one you need anyways).
