Mine stopped at 15 presents. I was only getting 3 per town I went into. So after visiting 5 friends, the presents stopped adding up.
Edit: Just collected presents from the Holiday Tree, Elf Home and Present Drop and my counter stayed at 15. So, it looks like it's not just in the friends towns it has stopped, but also in my own town.
