Except we know the risk because we can see everyone's naughty/nice stats. So why take it? We only get 5 presents a day, I'm not going to waste them on people who are only going to get me 1 bow instead of 15.
I think the point is that with so little presents to go around, they're not counting on ANYONE to reciprocate, (any that do being a bonus), but rather to get the greatest return on their own measly 5 presents a day. I would never do it, but I can appreciate why some would.
