I think the way they handled Fat Tony is a great example of how it should work. He was a promotional character, so they brought him back with a Level Update. Likewise, it sounds like Kang is coming back soon as a Premium Item...which would be fair considering that was what he was before.
I just think I should get a bit of a bonus for giving up almost a year of time to this game.
